DLS grids work by dividing an area into Townships, Ranges and sections. Each section edge may have a built in road allowance that is not included in the offset calculation. In the case where the RoadAllowanceHandling parameter for the DLSDisplaySettings class has been set to UseOverrides, the value set in this method will be used for interpolations in the East direction when calculating the DLS coordinate position strings.
